wont refund money

i purchased an item on e-bay, shortly after i paid for it, i get notice that dvd package i bought was fraudalent—I figured i was just get a refund…………..Noooooo. I contact e-bay, no you have to contact paypal. Paypal: we will contact vendor……a month later i call….to tell me dvd was shipped and signed by “JOE”…..I dont know Joe and why you would have to sign for a dvd. THE DVD WAS FRAUDULENT>>>probably the tracking number was fake and “JOE” is probably fake…………….PAY PAL GUARANTEE—-well fake too……………for me
