Who has the money? Paypal!

I recently paid for an item (not e-Bay) the seller contacted me and said he misrepresented the item and offered to refund my money. I accepted his offer and he refunded the money promptly.
Paypal then put a hold on the funds. I contacted the seller. The $120 was withdrawn from my account, the refund was withdrawn from his account. So who has the money? Paypal! When I contact them all I get is form letters, no personal response at all, even when I gave them a poor review in the survey they sent me.
