Sold and electronically delivered four gift cards and got scammed

I sold and electronically delivered four gift cards to the winning bidder of my four eBay auctions. Several weeks later, the buyer submitted a chargeback to his credit card company asserting that he did not authorize this charge. I received an email from Paypal advising me of same and I immediately responded with proof that I had sent the gift card information to the buyer through eBay’s secure messaging system and all 4 gift cards had since been redeemed, however PayPal reversed the payment and my PayPal account now has a negative balance of $309 which they intend to debit from my bank account at an unspecified future time.
