Shut down because I shipped items to friends house (3 years ago!!!)

I sent a few items I bought on ebay to a friends house because I stayed with her for two months during the summer. She had her own paypal account and ended up in the negatives. Three YEARS later paypal closed my account because “an address used on my account was associated with a delinquent account” So a different friend and I shared an account. We’ve had to switch accounts several times due to bullshit limitations. the account says you have 9,900 to send before limit reached but then it says your limit is reached??! This is just the tip of the paypal iceburg
