Several months ago I ordered a package from Hong Kong for $230. About a week later I was called by UPS and told that Customs had stopped the package. After further investigation I was told it was because the contents were labelled incorrectly on the shipping paperwork.
I contacted the seller and they wanted me to pay an additional $30 for a second shipment. I felt I should not have to pay for their shipping mistake. I escalated it to a PayPal claim. PayPal requested that I fax them a “counterfeit affidavit,” and told me to get this from Customs within three business days of their request. The item was not counterfeit, just labeled wrong. Customs and UPS said any paperwork regarding the shipment might take months to arrive and three business days was not realistic.
I faxed PayPal print outs of e-mails I had with UPS where they stated clearly that the invoice for the package was wrong and that I would never get my shipment, which was the best I could do. PayPal ruled that the seller got to keep all the money because they provided proof to PayPal that they had shipped, despite the fact that you can look up the tracking online and still see that the package stopped in an airport about 1000 miles from me and never left, and no one ever signed for it.
