Restricted and limited accounts

First of all ebay restricted my account indefinitely and refuses to reinstate it even after 6 months of no sales. After 4 hours on the phone and 3 times they hung up on me, they still refused to reinstate my seller account. So my husband opens a new account and they are holding our money for 21 days!!!! WTF!!!
Without people using paypal there would be no paypal so why do they have to make it so hard for us to use their services??
