Recipient never received money sent via Paypal

I used paypal to send money to a musician in New Zealand who mailed me a CD prior to receiving money from me. (I did not want to send cash in the mail). Paypal sent me a confirmation that someone with a different name received the money. The musician tells me he never received money from Paypal and would rather send me the next CD for free than have us both get ripped off by Paypal. Paypal customer service insists they sent the money using the email address I gave. I’m not saying Paypal was dishonest, but I believe the musician. Which means that there are not enough checks to insure the money got to the correct person. So I am out my money and the musician never received the money (he’s not bothering me for it, but I will find another way to get the money to him). I will not be using Paypal as a vehicle to send money to another country again.
