Problems when converting paypal account to business account

I have been and Ebay user since 1999 and a Paypal member for almost as long. It’s sad how badly these companies treat people these days.

I converted my Paypal account to a Business account and am required to let them hold 30% of all transactions for 90 days. This money is NOT used if a refund or other problem arises. I also lost access to my Paypal Smart Connect account after upgrading and have no way to pay on it since it is setup with paperless billing. The account has now gone to collections.

I have had numerous issues with customers getting refunds back correctly and Paypal just puts me in a transfer loop when attempting to get help over the phone.
