Perfect account got limited

I had a paypal account which got limited recently. I have not done any fraud and there is no charge back in my account. A customer has paid $250 to our business account and suddenly paypal stopped processing it and my account got limited.

I have escalated the matter to their 3rd level and folks have asked me to fax couple of business related documents. This is very inconvenient for me and not what I want to be dealing with trying to run my business.
