Pending funds for local pick up

Paypal is stealing our money, because we sold an item on Ebay that was to large to ship, we did local pick up. Then got feedback on Ebay from buyer, and Paypal still won’t release funds. Said they have to protect the buyer, who now has our product 450 miles away, and we can’t touch our money. Problem is now they are saying won’t be released for 28 days, everyday it’s getting longer. Talked to 4 different Paypal employees non of them knew anything, and half were totally rude.
