PayPal won’t give back credit card verification fees

I recently tried to get a Premium account with paypal as Ebay says you must have it to sell items. So I applied and paid the 1.50 € fee.  The first attempt did not work ( i.e. the code did not show up on my bank statement), so I tried it again and paid the 1.50 € .

I got the code this time, and the 3.00 €  was showing in my paypal account. So I thought I would try to get it back to my linked bank account, but paypal said I have to keep a minium of 10 € in the account!

Now, I havent even sold anything to get my money back. This is legalized theft- if they do this to everyone they will keep making money from people closing their accounts. They keep your money & make interest on it.

I closed both my Paypal and Ebay accounts.
