PayPal withholds refund so as to collect interest on the money

8 Days ago ago I recevied a refund from a PayPal Merchant in the amount of 1805.00 and was notifed by PayPal that the refund has cleared and was in my account. When I checked my account the money was deposited but not yet transfered to my account balance so I could not withdraw the funds. I called and got various different reasons from PayPal.. waiting for bank clearence.. exchange rate calculation etc. I am in the Legal Profession and can tell when I am being scamed.. it is apparent they are holding the money to collect daily interest on it.. it is not a large amount but you multiply that my the millions of dollars they are doing this with .. it amounts to a fraund on their customers..and helps their bottom line.. hopefully a regulator will read this and force them to stop this practice.
