Paypal verification nightmare

Paypal limited my account without warning or reason 8mths ago. They demand I send copies of all the documents they need to commit identity fraud (passport, drivers licence, utility bill, etc) before they will unlock my account. I had already verified my CC with them & linked it to my bank account, so their demands should not be necessary at all! The flow on effect is that I cannot use eBay either. I have phoned Paypal but they are completely unreasonable & won’t even let me close my account with them. I will never send copies of the documents they demand as that is just an insane thing to do over the internet to a business, although I would be happy to produce same documents to a Govt agency in person, but that’s not an option, even though they claim they (Paypal) need these documents to satisfy a Govt agency!
