Paypal Verification is ridiculous

I signed up for paypal and everything was fine, I used it once for something I bought on ebay. The next time I used paypal to buy something from ebay, it limited my account.
It sent small deposits of money into my account so I could prove it was me. Now they are asking me to scan my passport, bank statement & credit card statement to prove I am who I say I am. Just ridiculous and a huge hassle and now I don’t have the money to pay for the ebay item because it is frozen in paypal!
