Paypal said I am not selling enough

I have been using Paypal since 2009 via Ebay. I’ve had a 100% positive feedback. Sold over 47 items, but received feedback for 47. In September 2011, I too received an email from Paypal stating they were putting me on a 21 day hold! The only thing I am guilty for in NOT selling enough! BS!!!!! I am selling items to help pay my damn bills. Not to meet their ridiculous QUOTAS! Paypal has no right what so ever to hold MY money for an absurd reason as such. I’ve had no violations or negative responses!! This is an outrage & I am boycotting Paypal!!
