Paypal Reversed my Payment

I tried paying my eBay overdue balance on my suspended eBay account (long story…) w/ PayPal and PayPal reversed my payment a few seconds later. When I called Customer Service, I could not get a straight answer as to why my transaction was reversed. They tried blaming it on my bank account, but my bank account has enough money to cover it and I use my PayPal account to pay for stuff all the time without a problem.
