PayPal Processes Unauthorized Transaction

Complaint:
I purchased a computer at Dell and paid through PayPal. On the
Shipping date Dell boosted the cost over $23 and doubled the order. (I
have the original purcahse documents to back me.) PayPal said this was
acceptable and would not do anything.Submitted by Ron B.
