PayPal problem
I have a problem with PayPal. I sold a collectable, mint condition prism for a Hasselblad camera back in December to a peron in Hawaii. However, the person that paid for it is in Bejing, China!
I shipped the item to Hawaii, Fed ex insured, and a couple weeks later, I get a email from the person in Hawaii that the item is defective and they are sending it back. Well, I offer to file a claim with Fed-Ex (since it was insured), but the next thing I know, I get negative feedback on Ebay, and the guy in China that paid for it via PayPal files a dispute against me with PayPal.
After going back and forth with PayPal (first they sided with me, and China guy appeals, then they side with him, etc.) The unit gets shipped back to me, and upon opening it I notice it doesn’t look the same as the one I shipped to Hawaii. It’s dirty, corroded on top, and has an indentation on the case.
The box is damaged as well, and the owner’s manal is bent and soiled.
PayPal requests an apprasial report from an “unbiased 3rd part”. Well I spend $65 at a major camera repair shop in LA, they look at it, and generate a report and take photos. They compare the unit with my Ebay photos, and it is clearly different. I send the report and photos to PayPal (agonizingly slowly as you have to upload each one seperately, in low resolution).
The report shows that the unit is indeed damaged, and the serial number plate screws have been tampered with! It is the opinion of the camera tech that the serial number plate probably was switched from my good unit in China to a bad unit, and the bad one sent back to me! Apparently there is a lot of that going on now, according to the local camera stores.
A few more weeks go by, and I’m emailed that the case has been decided in the payer guy’s favor, as they “didn’t receive the required report from me” ?
Ends up, they didn’t even look at the report I sent they, it got buried in the file. I call every night for a week trying to get some resolution. I got extremely frustrated with the PayPal guys on the phone, playing bad cop/good cop with me. First they pump you up thinking you have a chance of winning. then the next day you get a canned email letter saying the case is closed.
As of now, the case is closed. PayPal claims they have substantial proof from the seller about the damage, but they won’t let me know what it is!
It seems as though PayPal doesn’t have any real experts anything. The burden of proof is on you, the seller if there is a dispute “Item significantly not as described” as claimed by the buyer.
But what about the seller?
What protection do we have in the case like mine, that is fraud, and most probably an Internet crime. Seems like a pipeline to China. A U.S. based buyer bids on an item from a seller like me that doesn’t like to sell overseas, but they end up bidding and winning the item from me, and turn around and drop ships it to China
