PayPal never sides with seller

I shipped an item to Canada worth $222.00. the buyer claimed she did not receive the item. Paypal charge me back because I only send it first class mail. I am new to shipping overseas and I am a top seller in ebay and never had this problem except for this buyer. Paypal should side with the sellers especially if they are top sellers and proof of shipment. Buyers can always lie they did not receive the item. I have proof this item was shipout. not fair.
