PayPal Limits Account And Holds Funds For Ebay Purchase

I purchased a sword on eBay. When I tried to send the payment to the seller, however, PayPal put a limitation on my account and are holding the $89.99 payment that I authorized to the seller.

Now, not only am I unable to receive the item I tried to purchase, but the seller cannot receive the payment because PayPal is also holding the money I owe the seller for the auction. They have limited my account, and have provided no way for me to remove the limitation.

PayPal is very good at justifying their reasons for stealing money, and I will no longer use them. I am currently deployed to OEF Afghanistan and this additional stress is a real pain in the butt.
