PayPal Limited Both Of My Accounts

I have two ebay accounts and two PayPal accounts, one PayPal account for each ebay account. I have never had any problems, they worked fine until recently when both of my PayPal accounts were limited because of supposed security concerns .

I sent PayPal all of  the documents they required for verification, but my appeal on both accounts has been denied.  I consider this abusive and unfair treatment.  If my accounts were frozen because it is not allowed to have two paypal accounts, why was I not denied for a second one from the beginning? Then, they wait until after the accounts have money in them to limit them?
