Paypal is not releasing my funds

Twice now Paypal has refused to release funds from sold transactions, even after the items had been shipped and received, on two separate occasions – stating the buyer has to have time to review the items first. In one case they were saying it would take an additional 8 days to “maybe” receive my funds. I despise both eBay and Paypal.
