Paypal is not releasing funds for shipping

I’ve got 100% feedback, approx 94 feedback left. Paypal continue to hold funds in pending, including postage paid by buyers for items. I am not a merchant and am selling items to help me get through hard times and am having to spend money I cannot afford for postage. When I buy an item I need I am at risk of getting bad feedback because I intend paying with funds but find paypal once again are not releasing those funds. WHY are they ‘pending’ money that belonged to a buyer who then paid for MY item, not Paypals.
