Paypal is in favor of Criminals

Paypal is a service I will never ever use again nor will I reccomend to use. They allow you to complete account registration and complete transactions with others without any verification or confirmation of any agreement between the parties. I sold some products across the web to a seller on ebay. Buyer paid for the phones and provided me with a different shipping address from his paypay account. With creating the invoice to send to the buyer the shipping address was optional to fill out. I filled out the address the buyer provided. Buyer confirmed the devices were received. My account was placed with limitations and the buyer was able to say he never got the product and request a refund with the devices. Now here a I am lost profit for my equipment and fraud has been committed and they are all in favor of the criminal. Never use paypal because this is rip off.
