Paypal is holding my refund $$

My paypal acct got hacked requiring me to change bank accts, auto pays and auto deposits. I’m still working on the transition. They blocked my acct while they researched the dispute and resolved it fairly quickly. AThe acct is still blocked, and they have funds do me from a return which they won’t release until I copy a document and mail it to them to prove my location which they already have. Darn poor customer service. I will never use them again.

PayPal Holding FundsI sold a laptop on ebay, just to realize that PayPal is holding the funds for 21 days. I have never had this problem before??  You would think that there would have been a disclaimer...
