Paypal is holding my money for 180 days

I have tried to open a paypal account for our new business, after jumping through several hoops with paypal in order to begin trading. Once I finally began trading, with around $800 in my paypal account, paypal sent me an email saying that they have chosen not to do business with me and will be closing my account, in addition to this they will hold the funds (My money!) for 180 days before releasing them. This seems like theft to me!
