Paypal is holding half of a large payment

We are a sound company in North Carolina doing business with a Mexican company. The club sent us $20,000 and Paypal is holding half of it, with no explanation. We know the funds are legitimate. The strange part is that they held the first $10,000 and released the second $10,000. We have a deadline to meet and they are ruining our business. We simply need to get them to release our funds
