PayPal Causes Insufficient Funds Fees

Complaint:
Paypal attempted twice to charge my bank account for ebay fees, but they were supposed to charge my credit card. When I called them, I got someone with a thick accent who was not understandable and hung up on me. When I changed to another bank account, they again tried to charge the first one, so now I have several insufficient funds charges from bank #1. That account was not set up to accept charges, but payments only and did not have funds for payments. And my ebay payment from paypal has still not been placed in my account. So, my item was sold, ebay and paypal collected their fees, I got socked with insufficient fund charges because they goofed on the account to be charged twice, and I have not gotten paid for the sale of the item, sent and delivered already. Those people are incompetent. I will not do business with ebay or paypal again.
