PayPal Holds $1,000 From New Account

Complaint:

I opened a PayPal account 7 days ago in order to receive a payment for a laptop PC I was selling on eBay. The buyer transferred $1000 to my account. It’s been nothing but sheer hell ever since. I still don’t have my money. They limited the account so I could not withdraw my money, they asked for more information and then proof of ID etc. I gave them my address, previous address, passport number, driving license number, bank statement, credit card statement, faxed copies of all of the above.

It’s now 4 days later and 10 calls to PayPal and my account is still limited. There is no justification for this at all. I’ve called them so many times to ask why they won’t let me have my money when I’ve given them all the docs they required. They just keep telling me it will take up to another 72 hours, this is 4 days later. I desperately need the money they are holding. I’ve told them this but still they wont listen. The last supervisor I spoke with told me that the dept that deals with these documents cannot be contacted because they are a back office and they don’t have phones. I’ve heard it all now!!!

Who is the regulator for PayPal and how do I make a serious complaint about this? I desperately need my money and they refuse to release it to me even though they have everything they have asked for from me. If it takes another 2 - 3 days as they are saying to “process” the documents that they have had for 4 days now, it will take another 3 - 5 days for the money to be transferred and with the weekend in between, it will be 2 weeks before I get my money. This is just not right!!!
