Paypal holding funds for 21 days after selling product on Ebay

I sold my Xoom 3G on Ebay. The individual who purchased the device lives 15 minutes from my house and after paying through PayPal as required picked up the device that evening. I have written documentation with his personal information including a copy of his NJ drivers license. The receipt has his signature indicating that the device was as expected, working and in perfect condition. Signed and witnessed.

PayPal is holding the money for 21 days because it say’s I don’t have a shipping tracking number. This is completely unacceptable that they are holding up funds that belong to me and the device is sold and gone.

I contacted customer service and receive no help whatsoever. I offered to provide all the documentation, they don’t care all they want is a tracking number.
