Paypal holding funds

We are a web store and don’t even sell on ebay, we were just using Paypal as an alternative credit card acceptance method. Everything was processing smoothly until a few days ago when, even though we have never had a chargeback or a customer complaint and have always met all Paypal requirements, Paypal notified us that from now on they will hold our funds for 21 days, or more. Obviously, that is not acceptable to us. We have notified our customers on our home page that we hope they will support our protest by boycotting Paypal. I guess Payal is in serious trouble and they need the float on our money more than we do.
