PayPal Holding Christmas Money

Complaint:
I have been an ebay seller for 9 years, with perfect feed back record. I recently listed several items that sold on Ebay for over $700 total! I did this to get some Chirstmas money.. Buyers used paypal to purchase…. they were received items purchased , were happy and left good feed-back.. yet pay-pal is still holding my funds until Chirtmas week, even thought they say funds will be released upon buyer giving good rating. Why are they still holding my money for 21 days?? I was a good rated seller and customer. They should pay interest on this money. How can they do it? what government agency controls them??? I am so frustrated, and needlessly broke!
