Paypal helped buyer rob me

I sold a non dented motorcycle tank on ebay. The buyer claimed he received one dented. I asked him to send me a picture. He send me a picture of a tank of a different year tank. My account was frozen until I refunded the money. Even after I refunded the money with my wife’s paypal account, they still would not take off the freeze for about 6 months. Where is the Seller Protection? And to top it off, I never got my tank back.
