Paypal expects me to ship while they are holding my money

With Fee-bay and Pay-more for 8 years+, recently received an email saying that they were holding my money for 21 days or more before they pay. The funniest thing is that they expect me to ship my item out. I have a 100% score too. Not a big seller, because of Fee-bay and Paymore’s policies, but I do buy items. One way I protect my self against them is I have a bank account with a “no overdraft” clause to it. In other words, no money=no pay and they can’t withdraw funds when they feel like it.
