PayPal, Ebay Service Departments Vanish

Complaint:
I ordered four identical items and received only two. I paid through PayPal. I bought through Ebay. After going through sending many emails back and forth with the seller he said he wasn’t going to ship two more of these items. He had proof of shipping the first two items but not the second two. Contacted PayPal and Ebay and both said it wasn’t their problem but it was a problem between me and the shipper. What good is their protection service if they don’t honor it?? I am no longer a PayPal or Ebay user….
