PayPal Customer Service not helpful

My sister’s story…
mother has a business, she has died, opened new A/c with paypal as quicker than merchant services temporarily… ha ha
anyway opened A/c withpal, over £2000 worth of sales, but oh dear you can’t get access to your money as we need a copy of passport (sister does not have one, nor can she afford one as her income is stuck in paypal) driving licence… ( and oh dear, she does not have one either)… now what, ignore her emails, phone calls unanswered….
