PayPal Not Sending Check For Account Balance

By selling some items on eBay, I have a positive balance of $155 in my PayPal account. In June, I tried to use that balance to buy a $60 item on eBay. PayPal said I could not use my money without giving them a credit card number.

The reason I used eBay was to avoid giving out my credit card number, so, in early July I asked PayPal to send me a check for the balance of my account. I spoke to Bianca at PayPal Customer support and confirmed my mailing address and I was told I would receive a check. Having not received a check, I phoned again on 6 August and spoke to Lorraine. She looked a my file and could not explain why a check had not been mailed, so she said that her Supervisor, Clarence, would phone me within an hour to resolve the problem. Clarence did not call, nor did anyone else, nor have I received my $155.
