PayPal charged me Sellers Fees but I only use them to Buy

Paypal kindly took two payments from my bank account as ‘sellers fees’ to pay to a fraudster in November. As I have never been a seller, I knew this to be bogus. Premium phone calls later, I was assured the money would be recovered and an email promised its return to my bank account in 5 working days.
My paypal account was suspended or limited because of the fraud.
The money has not breen refunded and replies to emails keep asking me to log into my paypal account, which of course I am unable to do.
I will never allow paypal to dip into my bank account again!
