PayPal Approves Payment to Defunct Company

Complaint:

I’ve used PayPal for years and have always been happy, but have never had to file a complaint before. Now that I have I am not happy. I was using a service that I paid for through PayPal and had been content with for a year or so. But in October I get a notice that they are going out of business. I had been paying $30/month for the service. Then I get hit with a charge for $99 from them. Then I get a notice that another company has taken over my account and that a 3 month charge against my account would be honored.  I discovered that I can’t get anything to work any longer, so I was not able to use it even thought they charged me for 3 times what I had paid before. Two weeks into the new service I get a cancellation notice.  I should have filed a complaint with PayPal at that point but let it go. 4 months later, I received a notice that the original company had gone OUT OF BUSINESS, and that my account was handled by someone else who never delived and canceled me. Then I get another $99 charged to my PayPal account by a company who claims to be out of business. I filed a complaint with PayPal at 6 p.m. and get a notice at 8 p.m., only 2 hours later that they had THOROUGHLLY investigated this and that this was not a fraudulent, or unauthorized charge. I cannot believe that they could THOROUGHLY check this out in 2 hours. They claim that it takes 10 days in their material. Why wouldn’t they have contacted me after talking with someone (and I doubt they could have on a Friday night, after business hours, within 2 hours). But in any case why wouldn’t they have then gotten back to me to further discuss the fact that this business claimed to be out of business and why was I getting charged 4 months later when I hadn’t been able to use the service for months? But I can’t see any way to contact PayPal to complain about PayPal’s handling of my complaint.
