Paypal Advice Got Me Shut Down.

I registered with eBay and Paypal in years before either service was available in Canada. I went along just fine – building 5,600 feedback – running 100% in the term and with star ratings of 5.00, 5.00, 4.99 & 4.98. On the advise of a paypal rep, I converted my eBay to to the Canadian form. Paypal and eBay have been asking me for a US tax number which as a neither a US citizen nor US resident, I can not provide. I am shut down.
