PayPal Account Limitation

Complaint:
I am facing a very ridiculous issue with paypal . My withdraw limit is not being reset, the limit being $500 per month for non-verified users. Nowhere in the user agreement is there any mention of the limit being a one-time thing which stays at $0 after it has been reached. When i tried to contact paypal they said that it is a technical issue and sometimes you must get a paypal credit card to withdraw money from the account. Now in India rules i am not eligble for the credit card, so what am I supposed to do? And why has no legal action been taken against them? Why has this service not been banned for this kind of customer treatment?
