Paypal account got Permanently Limited

My account got permenantley limited due to “excessive risk” , when asked what risk they said it must be due to a dispute but they could not tell me the exact reason due to them having “limited info available”.
when i appealed limitation they changed their minds and said it is due to “security issues” they have given me false hope 4 time, sending emails saying withdrawal of funds is available [TWICE] , saying i now have a reserve on my account , i feel like i have been messed about
