Over my limit with Paypal. Say What?!?

OK so I get a message when trying to pay an eBay purchase that says they can not fund because I am over my limit???? Now I use my CitiBank credit card have never had a problem or blemish with paypal and have plenty of credit on my card. I call Paypal and they say I can not use my credit card but if I want to open a paypal credit card or reinstate my checking account as the primary account there is no problem. After a very lengthy telephone conversation verifying that unless you have their credit card or a registered bank account you can not pay with paypal. Once you have that you can then register other credit cards with them and use them (after they make you go through a bunch of default steps andn have to say yes to using some other credit card than theirs and then agree that you know that their way is better—anyway. | understand their marketing of making money from all aspects-fees,charge card interest and fees, and eliminating competition-the bottom line their are stopping me from helping boosting the economy.
Some other company needs to step up and be reasonable. Paypals reasoning was they needed it to protect me and my purchases. Glad I wasnt wearing open toed shoes..
