No Tracking number on local pickup presents problem

I recently sold an item which was paid for via paypal, and picked up in person the day after the auction. Auction was listed as pick up only, no shipping. Paypal has frozen the funds for 21 days. Buyer left me positive feedback. They say since there is no tracking #, that I have to wait. I say bullshit. I want my $ now. This is an illegal float, and usury. Buyer could have brought me cash.
I’ve spent too many hours on the phone and email. This is just bullshit.
