PayPal not responding to dispute

I ordered perfume from fragrancex.com on 10 November 2010. It is now 20 January 2011 and have not yet received my order.

I submitted a complaint with PayPal and received the following email in reply- Link To Email (195 KB)

It has been a month, and I still have not received my order or a resolution for the dispute I submitted to PayPal.
