New to Paypal and already having big problems

I just started as a 1st time user of ebay and paypal, i sold an old mobile phone the money came in paypal so i posted off the phone, then found a new one on ebay, bought it using paypal soon as i paid they limited my account asking for loads of id photos bills ect so i scanned and sent everything they asked for to be told there not ever going to give e my account and are holding my money for between 90 and 180 days! Because of fraudulent behavior! I’ve never used paypal my son has in the past and i guessing as he was also locked out there treating me the same! The buyer of the phone i sold has basically got it for free! He says his happy and didnt open any dispute! How can paypal do this, there basically just guessing , its real bad as i now have no mobile phone and the one i bought im guessing they told her not to send to me!
