My PP acc is linked to other account and I am stuck

paypal say that my account is linked to another that owes them money? the email adress belongs to my ex partner from over two years ago whom i canot contact because he beat me up and i took him to court and we cannot have contact IVE EXPLAINED THIS TO PAYPAL BUT THEY WILL NOT UNFREEZE MY FUNDS UNTIL THE MONEY IS PAID OFF ON MY EX PARTNERS ACCOUNT WHICH I DO NOT THINK HE WILL EVER PAY!SO IM STUCK!!
