My account is linked to account with negative balance
PayPal has linked my account to several others that they say were mine. I had a dispute that paypal refunded the buyers money after he complained that shipping was too high. So after the product was shipped the buyer open up a dispute and won, resulting in a refund given after they received the item.
I’ve explained this to paypal and they will not reverse this action and are holding 700 or so dollars of mine until the negative balance is paid off on the linked accounts. Which happened in 2006 I was not aware of this refund because it was placed after the sale was made and the items shipped. How do I get my money?? Can I take paypal to small claims court?
