Limited Account For “Verification”

Complaint:
Paypal issued a limitation on my account, first they told me that I had to verify info and they would release the limitation. I verified everything they needed, they would not release the limitation , then they said my items had to show delivery and they would then lift it, my items have now been delivered and they still wont let me have access to my money, PAYPAL IS A RIP OFF AND CAN HOLD YOUR MONEY FOR NO REASON. They are keeping 450.00 of my money and they wont let me have it, this cannot be legal!
