Item never shipped, refund check bounced, dispute closed

Opened a dispute because i bought a $200 item on ebay that was never shipped. seller did this to about 8 people with the same product. nobody received. i filed a dispute with ebay and paypal. seller sent an e-check to paypal for my refund so both ebay and paypal closed he dispute. the e-check bounced and neither ebay or paypal have re-opened my dispute. i still don’t have my $200.
